Jerry is a strategic information technology executive bringing a dynamic background steering enterprise-wide transformation and operational improvement programs for some of the world’s leading government agencies, including NASA and the Department of Veterans Affairs. Jerry harnesses the power of emerging technology and business ingenuity to drive growth and profitability while fortifying data protections for our nation’s most sensitive data. He directs technology organizations for mission critical government initiatives, aligning high-performance teams with corporate vision, forging value-add partnerships at all levels of the organization, and delivering program roadmaps to unlock business value.

Jerry has been called upon to testify and report to Congressional oversight committees monthly regarding the state and health of cybersecurity and privacy programs to ensure transparency and accountability throughout government agencies.

Jerry is a Combat Decorated Marine, having served in both Operation Desert Shield and Desert Storm as a counterintelligence specialist. Jerry began his prolific IT career with the Central Intelligence Agency as Director of Operations focusing on counterintelligence program management.

Jerry is an internationally recognized, highly sought-after cyber security subject-matter expert with an impressive portfolio of accolades. He is the co-author of the award-winning, international paper titled “Cybersecurity of Unmanned Aircraft Systems Traffic Management (UTM)” and has been named “Cyber Trailblazer” by Turner Broadcasting System in 2011, “Chief of the Year” in 2011 by Government Executive Magazine, and North America’s “Security Executive of the Year” in 2009.

From 2013 to 2018, Jerry served as CIO for NASA Ames Research Center, where he directed global security operations that supported over 6,000 scientists, researchers, and engineers working together to advance space exploration technology. In this role, Jerry held full accountability for data monitoring and governance across all directorates – from the smallest data stores to orbiting space craft.

Between 2010 and 2013, Jerry held dual executive roles as both CIO and Deputy Assistant Secretary where he served as the trusted advisor to the Secretary of Veterans Affairs, providing thought leadership and guidance on a massive technology strategy evolution addressing all privacy matters across the agency.

Jerry holds a Master of Science from Capitol Technology University, where he graduated with a concentration in cyber security. He also holds certification as a Fraud Examiner as well as a Bachelor of Science in Business from Western Governors University. He is a valued member of several professional associations, including the Association of Certified Fraud Examiners, the American Institute of Aeronautics and Astronautics, and the Society of Automotive Engineers as well as serving on the Professional Advisory Board at Embry-Riddle Aeronautical University – College of Security and Intelligence.
